When using the Xpress Bill Pay website for payments on delinquent accounts, the Customer MUST:

Billing

  • Billing is done approximately every 30 days, and each bill is for the previous months usage.

  • Payments are due on the due date stated on your water bill, usually around the 8th of the month.  If payments are made after that date, you may be assessed a 1% finance charge.

  • Once the payment has become two months delinquent a $15 late charge is also assessed.

  • A charge of $30.00 will apply to disconnect and $30.00 for reconnect if a field crew member is dispatched due to non-payment.

  • We provide one courtesy call for past due customers.  It is up to customers to ensure their contact information is up to date. (Update Contact Information Request).
  •
  • We understand that customers may encounter financial hardships, if this is the case, please contact us, we are willing to make payment arrangements. Payment arrangements cannot be made after a shut-off has occurred.

Monthly Cost

  • A customer’s bill consists of water and sewer base rates, water use rates.  If you are in West Jefferson District or Kittredge Sanitation Districts you are also charged a Capital Project Fee.  Charges vary by service area.

  • Not sure what service area you are in? See the question "Do I have Water or Sewer Service? What District am I in?" on our FAQ page.

  • Each of our 3 districts have water and sewer “base rates” which provide for most of the cost of doing day to day business (keeping the water and wastewater running, emergency main breaks, and customer request, etc.).

  • Base rates are charged every month, even if the water is off.

  • Water usage rates are based off of how much water is used at the property per month. (See District Rates).
